Background of the Study:
Local government councils play a pivotal role in translating policy into practice, thus ensuring that government programs benefit the community. In Boki, the effectiveness of councils in policy implementation has drawn considerable scholarly attention, particularly in relation to service delivery and infrastructural development (Etuk, 2023). The dynamics within these councils, including leadership styles, resource allocation, and inter-departmental coordination, critically influence policy outcomes (Udoh, 2024). Previous studies indicate that where councils function effectively, there is a marked improvement in developmental projects and public welfare. However, challenges such as bureaucratic inefficiencies and limited accountability often impede progress (Ikpe, 2025). This research focuses on evaluating how effectively the Boki local government council implements policies, addressing gaps between legislative intent and practical execution. It further investigates the factors that promote or hinder successful policy implementation (Etuk, 2023).

Statement of the Problem:
In Boki Local Government Area, gaps in policy implementation have resulted in suboptimal service delivery and community dissatisfaction. Despite well-formulated policies, bureaucratic bottlenecks and inefficient council operations have limited their effectiveness. This study examines these challenges and seeks to identify strategies to enhance council performance (Udoh, 2024).

Objectives of the Study:

  • To assess the operational efficiency of Boki local government councils.
  • To evaluate the effectiveness of policy implementation.
  • To recommend measures for improving council performance.

Research Questions:

  • How effective is the Boki local government council in policy implementation?
  • What challenges hinder effective policy execution?
  • What strategies can enhance the performance of local government councils?

Research Hypotheses:

  • H1: Effective council coordination improves policy implementation.
  • H2: Bureaucratic inefficiencies negatively affect service delivery.
  • H3: Increased accountability measures enhance policy outcomes.

Significance of the Study:
This study provides critical insights into the functioning of local government councils in Boki, highlighting areas for reform to improve policy implementation and service delivery. Its recommendations may guide future administrative strategies (Ikpe, 2025; Udoh, 2024).

Scope and Limitations of the Study:
The study is restricted to examining the effectiveness of policy implementation by local government councils in Boki Local Government Area.
